Evaluation of Third Quarter - Transparency of Achievement of SKP PSTA 2018

Bandung, Wednesday-Thursday (10-11 / 10/2018), the Center for Atmospheric Technology and Technology (PSTA) LAPAN again conducts quarter III evaluations to report on and develop material for the next PSTA performance. As with evaluations carried out in the first quarter and second quarter, this evaluation was carried out for 2 days with the aim of monitoring and discussing the work of the employee work target report (SKP) and the achievement of field performance and the PSTA research group.

Moderated by Rosida as the PSTA scientific coordinator, the evaluation of the third quarter was opened by the Head of PSTA, Halimurrahman with an explanation related to research activities must be in accordance with the 2020-2024 strategic plan and plan by observing SKP, so that the objectives to be achieved in supporting national development programs can be implemented. The achievement of this target affects the calculation of employee and agency performance, so that maintaining the cohesiveness between employees in performance is indispensable.

Entering the report presentation session, was first delivered by Didi Satiadi as the head of the Program and Facilities field (PDF). PDF field reports are submitted regarding the use and renovation of facilities in the form of rooms (laboratories) and PSTA observation tools. Detailed report of each laboratory in PSTA which consists of program laboratories (monthly and quarterly reporting and research publications until September 2018), observation laboratories (observing satellite data and AWS), electronic laboratories (using electronic components), computational laboratories ( data center), and chemical laboratory along with DSS development for each research group (Poklit).

The next report was submitted by the Head of the Dissemination Division, Lilik Slamet Priatin. PSTA dissemination activities related to the cooperation agreement (PKS) were held until September 2018 with both domestic and foreign agencies, ICTMAS international seminar, PARACITA ATMALOKA, KOMBAT, Bimtek and FGD, as well as services to users and the public in the form of scientific visits, data requests for research, final assignment guidance, field work practices (PKL), and PSTA website services.

Moving on to research group (poklit) reporting, Atmospheric Technology research becomes the first poklit to deliver performance reporting until September 2018. Led by Ginaldi Ari Nugroho as the capoklit, the report presented consisted of Quality Control Multi Radar System for Wider Monitoring Areas (SANTANU Utilization), Radiosonde Development - Bandung Radio Wind Sounding (BROWSING V.2) for Atmospheric Observation, and Development of Flying Laboratories National for Atmospheric Observation.
Climate Change to become the second Poklit who presented the evaluation report was guided by Bambang Siswanto as the capoklit. The report submitted relates to Smart Environment to Support Smart City in Indonesia, Study of CO2 Concentration Increase on the Impact of the NAP Program on GHG Emission Reduction, Climate Change Impacts: Water Availability (Watershed and SPI) and the Indonesian Ocean, and Development of Climate Change Information Systems (SRIRAMA) .


The next Pokélet who submitted the report was the Hydrometeorological Disaster Potential Working Group led by Teguh Hardjana as the Research and Development Chief. The report submitted related to the Growth of Convection Clouds Based on MASK Observation and One-Dimensional Convection Model (One Column Atmospheric Model), Mechanism of Extreme Rainfall on Indonesia's Maritime Continent based on Global Climate Index Data Specifically for MJO and Tropical Cyclone Index Data, and Disaster Potential DSS Development Hydrometeorology (SADEWA stage II).

Then the Atmospheric Environment Working Group, chaired by Waluyo Eko Cahyono as the head of the Research and Development Center (Kapoklit) delivered a report related to the Study of Atmospheric Chemistry and Greenhouse Gases in Indonesia to support Environmental DSS, Air Quality and Pollution in Sulawesi, Papua and NTT (Eastern Indonesia), Carbon Emission Estimates Annual Due to Changes in Peat Land Use and UV Index Analysis, UV Radiation, and Sun Irradiation Period to Support SRIKANDI DSS, Urban Transportation-Related Air Quality and Their Impact on Human Health, and SRIKANDI DSS Development to Support Indonesian IKU Preparation.

The Maritime Atmospheric Poklit is the last poklit that reports on this II quarter evaluation. Led by Suaydhi as kapoklit, this research group delivered research activities in the form of the Development of Season Prediction System Based on Numerical Models for the Indonesian Region, Research on Atmospheric and Ocean Dynamics in Indonesia in Supporting DSS SEMAR, and SEMAR DSS Development.

After each Poklit report, as usual evaluation, PSTA is also presented by the Kototabang-Agam Space and Atmospheric Observation Hall to report the work of the hall in observation and research, such as data generated from AWS, EAR, ORG, XBAND, Sonda Radio, etc. Also delivered were socialization, technical guidance, visits, hall facilities, as well as coordination related to cooperation with Japan. The presence of representatives of Kototabang-Agam Hall was intended to ensure coordination and similarity in the use of data for research.

The last report was submitted by the Head of Administration Division (TU) of PSTA, Sudirman related to information and activities of the administration section of PSTA-LAPAN. In its report, it was explained related to staffing (including employee leave, study assignments, and functional office inauguration), financial realization until September 2018, incoming and outgoing letters from TU, guest visits, and PSTA facilities in addition to research room facilities previously submitted by PDF fields .
The discussion session in the evaluation of the third quarter, as in the previous evaluation, ran objectively, openly and smoothly. Evaluation participants give each other a good response through questions and input that are useful to improve the results of research activities and administration of PSTA. The evaluation was closed by the Head of PSTA with the submission of the PSTA agenda during the last quarter until December 2018. The head of the PSTA also advised, communication between employees needs to be well established, because the challenges of organizations and individuals are getting bigger. So that if it is general, structural efforts can be a communication medium to promote PSTA together.
