PSTA Organizes FGDs on the Role and Effect of Watersheds and their Relation to Hydrometeorological Disaster DSS

Bandung (28/09/2018), LAPAN PSTA again held Focus Group Discussion (FGD) in the Atmospheric Meeting Room, LAPAN Bandung. This FGD was one of the activities synergized with the series of activities of the Center for Excellence in Science and Technology (PUI), named FGD Role and Influence of Watersheds (DAS) on the Development of Decision Support Information Systems (DSS) related to Hydrometeorological Disasters. In this FGD there were expert speakers from various fields and backgrounds related to the topics discussed, coming from LAPAN's own PSTA, Research and Technology Development Center for Watershed Management (Balitek DAS) - KLHK, Research and Development Center for Water Resources (Pusair ) - Ministry of Public Works and Guard Caah.

This FGD was opened by Anis Purwaningsih from the Hydrometeorology Disaster Research and Development Center as the MC, then was officially opened by the Head of PSTA, Halimurrahman and said that building a start up (application) is very necessary to be maintained to remain sustained. If the benefits are large, it will grow business opportunities in applying the information. So that our task is how this task can be worthy of being better, that is, providing information in the same class as industry. So the purpose of the FGD is that in addition to providing better information, there should also be demonstrations so that people know and prove that there will be benefits from applications that are built and developed, both from the aspects of land, watershed, flood and hydrometeorological information. Hopefully the SADEWA and SANTANU applications developed by the LAPAN PSTA demonstrated in this FGD can be in accordance with the expected target users.

Waluyo Eko Cahyono, as the coordinator of the PSTA PUI, was the moderator who guided this FGD. The first resource person presented material related to the Impact of Climate Change on the Hydrometeorological Disaster Potential - DAS, delivered by Sinta Berliana Sipayung from PSTA LAPAN. The speaker from another PSTA, Farid Lasmono delivered and demonstrated the SADEWA DSS application to monitor and predict weather for hydrometeorological disaster mitigation, and Ginaldi Ari Nugroho who delivered and demonstrated the SANTANU application to observe spatially radar-based rainfall.

The speaker from Balitek DAS - KLHK, namely Nur Sumedi as the Head of the Regional Office conveyed the role and influence of the watershed on the information system supporting the decision of the flood disaster. He explained related to the concept of watershed management, factors affecting watershed characteristics, as well as watershed-related disasters such as landslides and floods, according to KLHK. In terms of water resources research, the Head of the Research and Development Center for Hydrology and Water Management - Pusair, Irfan Sudono delivered material related to the flood information system developed by Pusair. It was stated that Pusair had installed observation points in several PU halls including around the watershed. Pusair is also developing a flood disaster mitigation model in collaboration with BNPB and ITB called Flood Early Warning System (FEWS).

The last speaker, as Garda Caah coordinator, Riki Waskito presented material related to the use of atmospheric science data in flood preparedness decision making. This non-governmental organization (NGO) is indeed concerned about flood disaster mitigation in the South Bandung region including Majalaya and Rancaekek. This community provides flood disaster mitigation information to the community in a language that is more friendly and easily understood by the public with the codes created. The weather monitoring information used by this community is one of the disaster DSS developed by PSTA, namely SADEWA and SANTANU.

Suggestions and input and questions related to the material presented by the resource person, are included in the discussion session. Errors and disagreements related to the delivery of information for mitigation are clearly answered by experts from related institutions. With this FGD the opportunity to collaborate with groups and agencies that have the same goal, namely to build hydrometeorological disaster mitigation information to the community, is re-established. The participants who attended the FGD hoped that this event would continue to be carried out periodically to monitor the quality of the models and information systems for hydrometeorological disaster mitigation, which could later be used by the community, especially people living in areas prone to floods and landslides.
