Evaluation of First Quarter of 2018: Transparency of PSTA Design Research by Implementing Bureaucracy Reform

Bandung (PSTA), Monday-Tuesday (2-3 / 4/2018), all employees of the Center for Science and Technology of Atmosphere (PSTA) LAPAN perform the first quarterly (quarterly) evaluation in 2018. As the evaluation in the previous year, Meeting Room of Atmospheric Science and guided by PSTA scientific coordinator, Rosida as moderator and continued exposure of Head of PSTA, Halimurrahman. In his presentation, the Head of PSTA conveyed some of the objectives of this first quarter evaluation, which reminded the Pupas tupoksi, vision and mission to all employees by implementing bureaucratic reform.
 
Bureaucracy reform is implemented in order to realize good governance (good governance). Bureaucracy reform is a strategic step to build the state apparatus to be more efficient and effective in carrying out the general task of government and national development. In addition, with the very rapid progress of science, information technology and communication and strategic environment changes demanding the government bureaucracy to be reformed and adjusted to the dynamics of community demands. Therefore, reform and bureaucracy need to be implemented in PSTA environment in order to realize the ideal to become center of excellence.

To implement the bureaucratic reform, the Program and Facilities field (PDF) presents design research related to the PSTA decision support system (DSS) that supports maritime maritime systems (SEMAR), which support disaster information monitoring systems (SADEWA and SANTANU), which support the monitoring of the atmospheric environment (SRIKANDI), and those supporting climate change monitoring (SRIRAMA). Presented by the Head of PDF concerning the use of laboratory facilities, the results of research, engineering, and engineering PSTA publications, and the use of intranet and virtual office to support reporting, monitoring and evaluation and office management called Narrative Atmosphere in Network (NARADA).

Subsequent report submitted by the Head of Dissemination related to key performance indicators (IKU) PSTA 2018 and the activities to be implemented by the field of Dissemination. Activities that have been and will be carried out by the field of dissemination include International Conference on Tropical Meteorology and Atmospheric Sciences (ICTMAS), Open House Earth Day Celebration (Paracita Atmaloka), Atmospheric Balloon (KOMBAT), Focus Group Discussion (FGD) Bimtek), visits, cooperation agreements, Field Work Practices (PKL) or final student and student guidance, and publications on the PSTA website (PSTA news, PSTA in media, climate variability, etc.).

Research Group Presentation (Poklit) submitted after field report PDF and Dissemination. Pokmas on Climate Change is the first Poklit to present its design research related to basic science study of smart city climate change and RAN policy, research on climate change impacts: water and ocean availability, and development of climate change information system (SRIRAMA).

The next Pokmas that conveys desian research is the Potential Hydrometeorology Habitual Poklion related to convection cloud growth based on observation and convection model One dimension, the mechanism of extreme rainfall occurrence above BMI based on global index data especially MJO index data and tropical cyclones, as well as potential DSS development research design disaster hidrometeorologi (SADEWA) phase 2.

The Maritime Atmospheric Pokth Report was conveyed in relation to the development of predictive system of high-dynamic Indonesian region-based seasons, the study of Indonesian marine-atmospheric dynamics to support the development of SEMAR DSS, and the development of SEMAR DSS. Poklit Atmospheric Technology reports research designs related to quality control radar data (SANTANU and rransportable radar), BROWSING V2 (Bandung Radio Wave Sounding), and the development of a national flying laboratory for atmospheric observation.

The Atmospheric Environment Group, as the last poklit to present its design research, presented air quality and air pollution in Sulawesi, Papua and NTT (Eastern Indonesia), atmospheric chemistry variability studies (Ozone, CO, CH4, and water vapor) in the BMI area to support Environmental dss (SRIKANDI), annual carbon emissions estimates due to peatland land use change and UV index analysis to support SRIKANDI DSS, and development of information system of Indonesian atmospheric composition (SRIKADI) to support Indonesian IKU compilation.

After the report of each Poklit, as is the usual evaluation, PSTA also presented Kototabang-Agam Space Observation and Space Observation Center to report the results of balai work in observation and research, such as data generated from AWS, EAR, ORG, XBAND, Sonda Radio, Also delivered socialization, technical guidance, visits, facilities hall, as well as coordination related to cooperation with Japan. The presence of representatives of Balai Kototabang-Agam is intended for the coordination and similarity in the use of data for research.

The latest report submitted by the Head of Administration of PSTA related to information and activities of PSTA-LAPAN's administrative activities. In his report, described related to personnel, finance, incoming and outgoing mail, guest visits, and facilities PSTA in addition to space research facilities.

The discussion sessions in this evaluation run objectively, openly and fluently. Participants evaluate each other respond well through questions and suggestions and insert useful to improve the results of research activities. The re-evaluation is closed by the Head of PSTA with the expectation of evaluation giving benefit to all employees and the progress of research and publication on subsequent evaluation.
